To increase the capacitance of a capacitor you can...

1. increase the size of the plates of place the plates closer together.

2. decrease the voltage.

3. obtain dielectric with a higher k.

One way to increase the capacitance of a capacitor is by completely filling the space between the two conductors, or plates, with a dielectric constant.  The capacitance is increased by a factor K if this is achieved. 

In terms of capacitance, C, charge, Q, is equal to the potential difference, V, times C.  Q = CV.  To keep a constant Q, the value of the capacitance can be increased if the potential difference is decreased. 

Finally, decreasing the distance between the plates will cause them to have a greater attractive force on each other.  More charge will be drawn from the battery, in turn increasing the value of the capacitance.

A second way to increase a capacitance is to increase K or the dielectric constant. This means increasing the dielectric so that the it fills the space between the two conductors. A third way to increase the capacitance is to increase the size of the conductor plates, increasing their area, which makes the capacitance more powerful.
